Factual errors: The investigators discover a coaxial cable splitter coming from a satellite dish "The guy was skanking my feed. I started to get billed for his pay-per-view porn." Splitting a signal from the dish wouldn't put the splitter's charges on the owner's bill. Signals are descrambled by the satellite receiver which is inside the dwelling. That is also where access control (via a smart card) and therefore billing are determined. The neighbor might be able to split the feed, but he'd have to have his own satellite receiver (and smart card account) to watch any programming from the dish.
