I gave this 3 stars out of a possible 10.
The film revolves around Rick Hayes, who is on the Clemency Board, and Cindy Liggett, a woman who has been on Death Row for the last 12 years.
For reasons that never become solid, Rick Hayes becomes obsessed with getting Cindy Liggett a stay of execution and having her conviction turned over to a life sentence in prison. He seems convinced she has changed and is not the same person she was when the crime was committed--although nothing is ever shown to indicate that.
If the story had been told beginning with Cindy's youth, and showing the kind of environment she endured, what kind of person her mother was, and how or why Cindy became involved in heavy drug use and in committing burglaries, and how Debbie [the woman she murdered and McGuire, Debbie's boyfriend, also murdered by Cindy]--made Cindy's life even more miserable -- perhaps I could have felt some sympathy for her, and interest.
As it was, despite the fact Sharon Stone does an excellent job portraying Cindy Liggett, we never get to know the character or her background well enough to care about her.
