He is in my opinion by far the most stupid and boring villain in The Next Generation. There is so little imagination behind him. An allmigty creature who behaves like an immature man who blaims humans about being a barbaric race (a theme that already in the 80's was an old cliche)? It's stuff like that which makes the series look like a children's show.

Then alien creatures from another dimensions and/or based on non-organic components are far more interesting when portrayed as realistic as possible.
